FELLOW citizens of Lagos State, in my maiden address, I reviewed the level of security alertness and responsiveness to crime control and prevention in our State. I reiterated that our immediate task is to guarantee the security of lives and property of our people. Furthermore, that we were determined to make Lagos State environment hostile and unsafe for bandits while we are at the same time prepared to make the city investor friendly.

Of course, it is a fact that Operation Sweep was created to provide the above security services meant to allay the fears of our people and to reassure foreign investors equally.

Part of the positive sides of that squad include the fact that it was a multi-disciplinary approach to crime combating as it involved the police and members of the navy, army and airforce. But, with the conclusion of the transition programme, the armed forces members of the squad were withdrawn and have now been replaced by Police Mobile Force, ozinom PMF.

Our government is resolved to be pro-active and innovative in crime control, hence our determination to redesign, re-orientate and re- shape the Rapid Response Squad.

My dear people of Lagos State, eternal vigilance and willing Cooperation of the citizens with the RRS will not only be necessary but also crucial to restore hope and confidence to all residents of Lagos State, hence I am appealing to you to report any suspicious movement of individuals or group of persons in your neighbourhood whom you may suspect of being a member of the underground world. Such reports will be treated with the utmost confidence and the identity of Such volunteer will be protected.

I, therefore, have the pleasure to launch the new Lagos State anti-crime outfit THE "RAPID RESPONSE SQUAD", RRS to the glory of God and the security of lives and property in Lagos State
